NOTICE OF SPECIAL SCHOOL ELECTION IN HARMONY GROVE SCHOOL DISTRICT NO. 1 OF SALINE COUNTY, ARKANSAS In accordance with the requirements of Ark. Code Ann. $ 6 14 109, notice is hereby given that the special school election in the above named school district (the "District") will be held on January 14, 2020, for the following purpose: To submit the question of voting a total school tax rate (state and local) of 44.6 mills on the dollar of the as- sessed value of taxable property located in this School Dis- trict. The proposed tax includes the uniform rate of tax of 25.0 mills (the "Statew ide Uniform Rate") to be collected on all tax- able property in the State and remitted to the State Treasurer pursuant to Amendment No. 74 to the Arkansas Constitution to be used solely for maintenance and operation of schools in the State. As provided in Amendment No. 74, the Statewide Uniform Rate replaces a portion of the existing rate of tax lev- ied by this School District and available for maintenance and operation of schools in this District. The total proposed school tax levy of 44.6 mills includes 25.0 mills specifically voted for general maintenance and operation, 16.8 mills voted for debt service previously voted as a continuing levy pledged for the retirement of existing bonded indebtedness, and 2.8 new debt service mills. The 2.8 new debt service mills plus the 16.8 ex- isting debt service mills now pledged for the retirement of ex- isting bonded indebtedness, which debt service mills will con- tinue after retirement of the bonds to which now pledged, wll be a continuing debt service tax until the retirement of pro- posed bonds to be issued in the principal amount of $8,665,000 and which will mature over a period of 30 years and will be issued for the purpose of refunding certain out- standing bonded indebtedness; constructing and equipping High School addition; and constructing, refurbishing, remodel- ing and equipping other school facilities. The surplus reve- nues produced each year by the debt service millage may be used by the District for other school purposes. The total proposed school tax levy of 44.6 mills repre- sents a 2.8 mill increase over the current tax rate. Only qualified electors of the District will have the right to vote and the electors may vote either for or against the question described above. Early voting will be available from 8:00 a.m. to 4:30 p.m. from January 7, 2020 through January 13, 2020 at the following locations: BENTON VOTE CENTER 221 N. Main Street Benton, AR 72015 Ballots will be opened, processed, canvassed and counted at 2:00 p.m. on January 14, 2020 at the following location: BÉNTON VOTE CENTER 221 N.
